Hello,
your tail servo is little bit specific and require different servo arm length.
Can you also let me know what are your current Rudder End-point values?
Changing Rudder servo arm length can help a lot. Your settings looks good. You can set Rudder Delay to 0.
Also make sure that tail slider (if present) is not touching the push rod or even that push rod is not bent there.
Any friction there will make tail performance worse.
Decreasing Gyro gain will help for sure too. Then if needed, you can set Rudder Revomix to 2-3. Revomix shouldn't be needed normally in any case, but can be helpful when using lower Gyro Gain.

You can try to make rudder servo arm shorter if possible. Then please readjust rudder end-points.
