Prevent motor spool-up when connected to USB/Bluetooth/Wifi

The motor only needs to spool-up when configuring the governor, so a tick box in the governor setup screen to enable the motor would be good to stop accidental spool-ups. The motor will turn off when governor setup screen is exited.

In all other screens, the motor will ALWAYS be disabled, regardless of throttle setting on the Tx.

Then you wouldnt be able to use the vibration analysis!

Ah yes, forgot about that. Enable the motor for that test too. But everything else should be disabled.
