I can set up the tail blade travel properly for left and right travel in the Spirit software, but when I exit the software, the travel is substantially less than what it was during software setup.
I can get a little more travel by adjusting the servo set up in my Jeti-12 transmitter to 115% on each throw, but it still will not reach the throw I got during the tail set up in the Spirit Software.
What does one need to do to fix this for proper tail function

You need to set/increase Gyro Gain and use Head Lock mode (positive Gain).
