With "unit" he always refers to the Spirit.
That piece of instruction refers to an older version of the Spirit firmware/software, but still, it's the Spirit software Governor screen.
The basic idea is: change your TX endpoints until the Spirit Diagnostic screen reads correctly, then use the Spirit Governor screen min and max fields to calibrate the ESC.
