Just thought I'd add my findings, I am not using the Gov but I have it enabled to get RPM from my Castle ESC.
My logs also have a number of "RPM Sensor noisy" messages though not full, maybe 5 to 10. I'll have to count.

Just for your information. I use a Spirit Pro on my velos880 with a HW platinum 160A v4.
I do not have rpm sensor noise problems.

First try with my HW 60A V4 I couldn't get a reading until I bumped the filter to 9 - Never checked the logs...
Upgraded to HW firmware PL-4.0.03, filter down to 7, no problem with my low HS Warp
(nothing in the logs except good health, gov engaged etc)
Just bumped filter down to 6 (default) quick spoolup, everything works, nothing in the log...
Cables are a bit of a mess, still no problems.

Just my 2 cents - no issue with 130a HW Platinum v4 and Spirit gov
