i use the spirit Flybarless with my Raptor E700.
If i Pitch my heli there is a short tail wag.
I read the tuning guide and follow it. But it is only a little bit better.
Which settings should i turn?
My settings:
Cyclic Gain: 60
Rudder Comon Gain: 1.30
Rudder Gain: 80
Rudder delay: 0
Piroutte consistency: 180
Tail Servo: HiTEC HSG-8315BH
ESC: Mezon 130 (Governor Mode) Governor Gain 30

Raptor E700 Tail wag Pitch
Hello,
for Raptor E700 please set the rudder mechanical center so that when servo is in the center position, you will get 3-4° on the tail blades.
Tail slider will be little bit closer to the boom.
Some Raptor kits are coming with tight ball linkages - you can check if your push rods are moving so that there is no friction - it should move really freely on the ball joints.
And lastly, if governor is too agressive, it can cause usually tail hunting, fast oscillations during hovering or tail oscillations during a demanding manouvers.
If gain is low, your RPM could drop so that tail will be unable to hold properly.
Regarding configuration, it looks good. Decreasing pirouette consistency by 5 could improve it too.

i had some time to make flights and test settings.
I change the tail 3-4 degrees like you wrote.
Now it is better but not perfect. When i fly some tic tocs
the tail is shaking little bit (maybee the complete raptor?)
Im able to raise the Rudder Gain till 100% and no signs that the tail Gain will be to high.
Which value should i change to get more Rudder Gain? Maybee this is the problem?

after hard tail stops at hovering the tail is shaking 3 times till stop.

Please increase Rudder Comon Gain. This is multiplier you are looking for.
At the moment it multiplies your gain 1.32 times.
You can try value of 1.4.
What are your values for tail end points?
If you will need so high gain, it looks like the rudder servo arm is too short.
So by increasing the length it can get better. It can have also overal impact on the performance.
Before increasing Pirouette Consistency, I recommend to reach the highest Gyro Gain first. Then you have to just increase Pirouette Consistency until it will hold well.
So for now, you can leave it at maybe at 180 - 185.
