I am having issues trying to set the max head speed below 1500rpm...I am trying to set it too 1200rpm for low headspeed.
The motor I have is a Scorpion HK-II-4525-520kv. Sensing Divide set to 5. Gear radio 11.9. Speed controller is Hobbywing 200A V4.1. Throttle range Min 1000us max 1900us. Also any recommendations for the throttle curve to get started? I have a JETI-DS16.

Your Max can stay at 1500rpm. From there, set your throttle curves in radio to give you 1200rpm.

1200/1500 = 0.8.

80% TC should give you 1200rpm.

Correct, you should use flat throttle curve at 80% to get 1200 RPM.
You can verify it by looking at the Governor window. There you can see Requested RPM if you will disarm the Throttle Hold for a short period of time.

Thanks for the info. I set curve to 80%...During bench testing with no blades it reached 1000rpm and the RPM sensor test signal was flashing from active to inactive rapidly...is this due to the lack of load?

Yes, when there is no load it might not reach the requested RPM precisely.
