Can someone clarify 'holding limit'

I'm curious on what exactly 'holding limit' does.
Is this a limit on the maximum throttle percentage the unit can use for long term loads? Or is this a limit on how long the unit holds the throttle in a certain position after a long term load?
If holding limit is say..70%, does that mean the governor, during a long term load, will never move throttle past 70%? etc. (for example, on nitro a power loop might need full throttle through the entire duration).
A better understanding of this value would be helpful in setting in properly.
Also a question for Tomáš - does the spirit governor algorithm have a predetermined minimum throttle value that it can use to avoid overspeeding? For example, the multigov pro has a setting for the minimum throttle value the unit can use while governing to avoid overspeeding during a fast load change (default is 30% above idle, so about 40% throttle)
