How to make a smooth spool up with Governor

Someone told me on a video and I also noticed that when the spoolup completes, there is still a pause and the RPM jumps to get to the target. So for example my ESC spools up to 3100 with a target of 3200 at 80% throttle. It completes the spoolup at 3100 waits for a few seconds and then it seems to realize that it really needs 3200 so jumps suddenly to the target RPM of 3200. So it almost instantly jumps 100 RPM which is audibly noticeable.
I have all my settings per recommendations on the manual. I have my Hobbywing ESC 60A v4 at 120Hz and the throttle range values per the manual. Also I have the ESC configured on Fixed Wing mode and AFW off. I also changed my governor settings to 5 and 1 per initial recommendation.
I am doing these tests on the bench, but it has always happened when flying I just had not wanted to troubleshoot. I completely redid my setup in hopes of fixing it, but that didn't work. I upgraded my ESC firmware, FBL firmware and did a factory defaults reset. I even started a brand new program on my radio.
I am using an Spektrum DX9 with a 4649T. I don't have the telemetry wire plugged in as the 60-A does not support Flight Pack capacity which is what I would want to use telemetry for.
Any way to try to fix this strange jump in RPM?
