Spirit Internal Governor with HW V5

I am using HW Platinum Pro150a V5 and Scorpion HKIV-4025/1100kv, with Spirit GT, Rx AR6610T and TX DX8 G2 to fly SAB Raw 700 Piuma.
I have problem with tail blowouts during inverted flips. The flight log shows drops of 300 PRM (from 1,650 to 1,350 RPM) and a drop of the battery voltage 6-7V. Therefore, I wanted to switch to the internal governor. But, after I set the ESC governor at "Linear Throttle" and enable the internal governor, I get only constant high RPMs of about 2,000, which do not change with different flight modes.
Apparently, there is something wrong with my setup, assuming that HW V5 is supported by the latest Spirit firmware. Any idea as how to resolve this?
