In the Governor section there is a option to test the Governor and show the RPM.
Is it normal for the Sensor Signal ball to show changing Active/Inactive?

If it is not normal; what setting should I change to make the Sensor signal stay on all the time?

For some ESCs it is normal. It does not mean any problem fortunately.
