Throttle enabled not working as expected

Spirit Settings v4.0.2
Governor 200hz
min 1010us max 1900us
Motor starts even with Throttle Enabled dialogue box not checked.
Oddly it does turn off once it is running un.
Transmitter says -130 when throttle is locked but Input channels in Spirit says 16%!!
Rpm Sensor signal works and turning throttle lock on to test RPM, and stops if I untick the Throttle Enabled box
