Trex 450 L Dominator Tail Tuning

Hi guys
I'm having a problem with tuning the tail.
I can't turn the gain up on the TX beyond about 45% (I'm using a Spektrum DX8) without the tail wagging but on pitch pumps the tail kicks. At 50% gain there is a small oscillation. Beyond that the oscillation gets bigger and more aggressive.
The ball link is in the middle hole as per the manual (when I tried putting it further in the rudder travel limit settings on the Spirit were way out of range.
When I stop a turn (left or right) the tail oscillates a lot and then settles down after a couple of seconds.
I have rebuilt the tail assembly so many times, tried new grips, new blades etc. The mechanism is butter-smooth. I have tried three different servos (currently running a DS455M)
