Minimum throttle value with Nitro Governor

I am setting up the nitro governor on a Spirit-3. I have a benchtop fixture which allows me to simulate rpm input with a variable speed motor. Once I enter the governed mode, I spool up the motor to pseudo simulate actual flying conditions. I can't exactly emulate real time constants.

I have noticed that when I overspeed my simulator, the throttle cuts less than 1/2 to about 5/8 throttle open. Sometimes when I spool up less carefully, it won't cut the throttle at all. Sometimes, when I hit throttle hold then return to governed mode, it will cut the throttle to about 1/3 open position. So, my inaccurate spool-ups with my bench top fixture are creating a variable minimum throttle while governed. How is this minimum throttle value determined? Is there any way to adjust it?
